Case 9170 missing specific gears

My 1995 Case 9170 started skipping gears 4, 5, 6 and also 10, 11, 12. No metal or debris in the power shift oil, plus everything looked clean when drained. Anyone seen this problem before? Could it be the clutch packs or solenoids?
 
It seems the issue may be with the clutch pack. checking the hydraulic pressure at the test ports is a smart first step before opening up the transmission. Low pressure or a weak seal can prevent the clutch from engaging properly, even if the oil itself appears clean.

just a little tip, before splitting the tractor, focus 100% on the electrical side, like the solenoids, wiring, fuses, and see if you can pull an error code from the on board diagnostics
